I am having issues with discourse where I am not allowed to comment on proposals, only make new proposals.

I had the same problem, and only just saw now that I can reply. An unannounced change was made to discourse permissions. You need to connect your discord to your discourse account so that the citizen role is linked. Only citizens can reply.
It was discussed on a community call as well as multiple times in discord.
